There is only one daily flight between Shanghai and Lhasa with a stopover in Chengdu. Every morning, the flight leaves Shanghai at 7:50 and arrives in Lhasa about 6 hours later. The return flight always departs Lhasa in the afternoon and arrives in Shanghai that evening.
Shanghai Lhasa Train Info
From Shanghai to Lhasa, Train T164/T165 departs DAILY from the Shanghai Railway Station at 19:28 and arrives at Lhasa Railway Station on the third day at 19:15 (about 48 hrs).
Note:
1. We do NOT offer a ticket-only service because foreign visitors must book a tour from a travel agency and obtain a Tibet Entry Permit before booking Tibet train ticket, by direction of the Tibet Government;
2. The Tibet train tickets are quite popular, especially in peak seasons (from July to October), so please make your inquiry at least 3-6 months before your departure date.

Thanks for your message. Firstly, you're right you must obtain a Tibet Travel Permit issued by Tibet Tourism Bureau to visit Tibet. And this permit can only be applied by travel agencies in Tibet. Secondly, according to Tibet Tourism Bureau policies, foreigners are not allowed to travel independently without a tour guide from licensed travel agency accompanying with. So sorry being unable to help.
