Necessary Permits for Mount Kailash, Manasarovar Lake and Guge in Ngari
To take a trip to visit Mount Kailash, Manasarovar Lake and other places in Ngari Prefecture of Tibet, travelers have to obtain several necessary permits. Otherwise, your travel plan will be rejected by Tibet Tourism Bureau. Having a valid passport and a Chinese visa is the precondition. Because you will use them to apply for the permits. Besides, independent travel to Ngari Prefecture is now allowed by local authorities. Travelers have to use travel service from China travel agencies, and let the travel agency apply for the permit on behalf of you.
Currently travelers have to obtain 4 permits for a Tibet Ngari Trip – Tibet Travel Permit, Tibet Alien Travel Permit, Border Pass and Military Permit. Please check following details:
1. Tibet Travel Permit (Tibet Entry Permit)
Tibet Travel Permit is also known as Tibet Visa and Tibet Entry Permit. It is the most important permits for Tibet Travel. Wherever place you want to visit in Tibet, you have to firstly obtain the Tibet Travel Permit. Besides, you will need it to book flights, trains and board flights and trains to Tibet. This permit is issued by Tibet Tourism Bureau in Lhasa. Travelers can’t apply for the permit on their own. You have to let a China Travel Agency to apply for the permit on behalf of you. It usually needs about 15~20 days to obtain the permit.
Tibet Entry Permit is required for any non-Chinese passport holders, regardless of country, including Taiwanese and overseas Chinese. The Hong Kong and Macau citizens do not need a Tibet Travel Permit when traveling to/in Tibet Autonomous Region.
How to Obtain the Tibet Travel Permit
- 1. Contact us to work out and confirm an itinerary in Tibet;
- 2. Send us the scanned copies of your passport, and provide an available address in China (hotel or local agency) to receive your permit;
- 3. We apply for the Tibet Travel Permit from Tibet Tourism Bureau in Lhasa;
- 4. Once the permit is issued, we will send the original permit to you by post.

2. Alien Travel Permit
Besides Lhasa, there are 6 other prefectures in Tibet - Shigatse, Nyingchi, Shannan, Ngari, Nagchu, Qamdo. If you only visit attractions in Lhasa, you only have to hold the Tibet Entry Permit. While if you want to extend your trip from Lhasa to above 6 prefectures, including Ngari Prefecture, you have to obtain the Alien Travel Permit. Mount Kailash and Manasarovar Lake are located in Pulan County of Ngari Prefecture. So travelers have to obtain an Alien Travel Permit to visit Mount Everest.
To apply for the Alien Travel Permit, your travel agency has to have your original passport and Chinese visa. The Alien Travel Permit for Ngari travel is issued by Public Security Bureau. It needs only about 30~45 minutes to get the permit.

3. Tibet Border Pass
Because you will have to pass through several frontiers pass checkpoints before getting to Mount Kailash and other places in Ngari, so you have to obtain the Border Pass. This permit is issued by Tibet Armed Police Border Corps in Lhasa, also can only be applied for by your travel agency. If you take flight from Katmandu to Lhasa to star your Mount Kailash trip, this permit is also required for the flight. Your travel agency will apply for the pass and then send a scanned copy to you. Similarly, if you leave Tibet from Lhasa to Katmandu by air, the Border Pass is needed as well.
How to Obtain the Tibet Border Pass
- 1. Send us your copy of passport and China Visa, and then we will apply for Tibet Travel Permit (TTB Permit) first;
- 2. Once the Tibet Travel Permit is issued, we will then use it to apply for Tibet Border Pass;
- 3. If you take a flight to Lhasa from Kathmandu, we will send you a scanned copy of the border pass; If you get to Lhasa from other cities in China, such as Beijing, Chengdu, Shanghai, we will keep the permit for you.
4. Tibet Military Permit
Because Mount Kailash areas are near to the borders where there are some military sensitive settlements, so travelers have to obtain the Tibet Military Permit for the trip to Mount Kailash area. This permit is issued by the Military office in Lhasa. You travel agency will apply for and obtain if before your arrival at Tibet. Due to a long procedure to get approved, you should provide your scanning copy of valid passport and visa 20 days before leaving for Tibet, if you are planning to travel any of those areas.
